UKT ZED — what it is and how to determine the product code

Where does any shipment of goods begin? With determining its UKT ZED code. Many people think that this step can be done quickly and then move on to other logistical tasks. However, customs codes for goods have many pitfalls.

If you choose the wrong classification, you will have to overpay or receive a fine. If you research all the details and do everything correctly from the very beginning, the entrepreneur will not face additional costs and the status of a risky payer.

What is the UKT ZED and why do you need a customs code for goods?

The UKT ZED is a goods coding system used for customs accounting, export, import, and statistics. In simple terms, it is a universal dictionary of all goods in the world, which simplifies communication in international economic relations.

Why do you need a commodity code?

  • To speed up customs clearance.
  • To simplify tax calculations (import or export duties, VAT, excise taxes).
  • To protect consumer rights (thanks to complete information about the goods in permits, certificates, and licenses).
  • To maintain state statistics on foreign trade.
  • To shape the country’s economic policy.

The abbreviation UKT ZED stands for Ukrainian Classifier of Goods for Foreign Economic Activity. The list is based on the international Harmonized Commodity Description and Coding System and is approved by the customs legislation of Ukraine.

The product code consists of 10 digits. For example, 8517 12 00 00 (mobile phone), 3303 00 10 00 (perfume). Each digit of the number has its own meaning. Let’s break it down using the example of cookies (1905 31 11 00):

  1. the first two digits are the commodity group, which means a broad category of products (19 — flour products);
  2. the first 4 digits are the commodity item, i.e., specific definitions (1905 — bakery products);
  3. the 6 digits are the subheading, clarification (190531 — “sweet cookies”);
  4. the 8–10 digits are national clarifications. This is what Ukraine adds for its own accounting (for example, 1905311100 — “packaged cookies”).

In other words, most countries use the first 6 digits. Ukraine adds its own 4 digits for more detail.

How to find and determine the product code according to the classifier

The customs code is mandatory for all goods: domestic, foreign, and excisable.

How to determine the product code:

  • use online services, where you only need to enter the name of the product;
  • manually find it in the reference book on the website of the State Tax Service;
  • use the product classifier;
  • contact a customs broker and logistics company.

Consulting a customs broker will undoubtedly save you time and nerves in the future. In general, you can find out the product code for customs yourself, but each item has dozens of similar codes that differ only in minor details. This leads to mistakes that can result in financial losses, cargo losses, and missed deadlines. Therefore, only a broker can determine the most accurate UKT ZED code.

How the UKT ZED code is used during customs clearance

UKT ZED is the most important component of import and export, as it is indicated in virtually all documents relating to goods:

  • waybill;
  • customs declaration;
  • invoice;
  • foreign economic activity contract;
  • certificates and permits.

The system automatically provides customs officers with the main indicators for the specified code – the customs duty rate, VAT, and the necessary additional documents. The inspector will check whether the description of the goods corresponds to the UKT ZED code and whether there are any import restrictions for this group.

Accordingly, an incorrectly determined UKT ZED code for goods will definitely lead to delays and misunderstandings at the border. On the other hand, a customs broker knows which codes customs checks more often, so they will prepare the documents in such a way as not to raise additional questions from the inspector.

Consistent customs codes are the key to legal recognition of products and successful international trade. Without the UKT ZED, no cargo can be cleared through customs or officially sold abroad. Therefore, only a correctly defined code will ensure fast, transparent, and secure operations in the global market.
