Rules for Completing Consignment Notes

Importance and Fundamentals of Using the Consignment Note (CCN) in Ukraine

The Consignment Note (CCN) is an essential primary document that includes information about the transportation of goods, their volumes, and the responsible parties. This paper document is used as a means for formalizing domestic freight operations in Ukraine.

The mandatory use of the CCN applies to all participants in transportation, including legal entities and individuals who are involved in the movement of goods, regardless of the type of transport.

The foundations for the use of the Consignment Note (CCN) are determined by a number of documents, including:

  • Article 48 of the Law “On Road Transport” dated April 5, 2001, No. 2344, known as the “Law on Road Transport”.
  • Clause 11 of the Rules for the Carriage of Goods by Road Transport in Ukraine, approved by the Order of the Ministry of Transport dated October 14, 1997, No. 363.
  • The list of documents required for freight transportation by road within Ukraine, approved by the Resolution of the Cabinet of Ministers of Ukraine dated February 25, 2009, No. 207.

It is important to note that according to the Law on Road Transport, which was amended by the Law dated June 3, 2021, No. 1534, changes were introduced to strengthen the control over the dimensions and weight of vehicles.

TTN formatting rules include mandatory requirements for its structure, which includes

  • Sender’s stamp and signature.
  • Completed “Accompanying Documents” field.
  • Sufficient number of consignment notes (at least six copies).
  • Document formatting into a file packet with a stapler.
  • Recipient details, including signature, name, position, and phone number.

The main duties of the consignor include:

  • Entering information about the weight and dimensions of the cargo into the consignment note.
  • Specifying full details of the sender and recipient, including full name, tax code, series, and passport number.
  • Indicating the vehicle details and its parameters.

Further improvements are being made by introducing the electronic consignment note (e-CCN). This digital form of the document simplifies the information exchange process between transport participants, promoting quick and paperless data circulation.

When using the consignment note (CCN), participants in the process must have a qualified electronic signature (QES) to ensure the security and authenticity of the documentation.
