This document is not just a formality: it allows goods to cross customs borders without customs clearance, maintaining logistics flexibility and state control. So what is a T1, when is it needed, who issues it, and what are the advantages of working with an experienced broker such as TVL?

What is a T1 declaration?

A T1 declaration is a customs document that accompanies goods during transport within the EU or countries participating in the common transit procedure. It is required in cases where the goods do not have EU status, i.e., they were imported from outside the European Union. With this document, goods can be transported without paying customs duties and VAT during transit until they arrive at the final customs office of destination, where they will be properly cleared.
The T1 declaration is part of a unified customs transit system that simplifies and speeds up international transport, reducing risks for carriers and controlling the legality of transport.

Who can issue the document?

The T1 declaration can be issued by:

  • freight forwarders or carriers with the status of an authorized consignor, i.e., registered in the NCTS system;
  • customs brokers acting on behalf of a client;
  • legal entities or individual entrepreneurs engaged in foreign economic activity, provided they have the appropriate powers or a contract with a customs representative.

To complete a T1, you must have access to NCTS, the appropriate technical base, and financial guarantees — bank, cash, or insurance — that cover possible customs risks during transit.

When is registration required?

T1 registration is required in the following cases:

1. When goods are imported from outside the EU and must transit through EU countries without customs clearance at the border.

2. If the cargo is moved from one customs warehouse to another within the EU but has not yet been released from customs.

3. If the goods are exported from the customs zone but are not cleared for export and must reach the final point of customs clearance.

How is the declaration processed?

It all starts with the preparation of documents. What do you need to have? Invoice, packing list, CMR or other transport document, certificates if available, power of attorney (if submitted through a broker).
The next step is to submit the declaration through NCTS. This is done as follows: the customs representative or sender fills out the electronic T1 document and submits it to the national customs service through the NCTS system. After that, the system assigns a unique MRN number, which confirms the acceptance of the T1. It should be indicated in the accompanying documents.
When the goods arrive at the customs office of destination, the T1 is closed. The transit must be closed, otherwise the responsible party may be fined. And this cannot be allowed to happen.

T1 processing is not just a technical procedure, but a responsible process that requires preparation. Here are the key points to take care of before submitting the declaration:

Checking the status of the goods

T1 is only required for goods that do not have EU status. It is worth clarifying in advance whether the declaration is really necessary — this will save time and money.

Determine the route

It is important to know which countries the goods will pass through, as T1 covers the entire route and is valid until the customs destination. If you plan to transship or change transport, this must be taken into account immediately.

Availability of a customs guarantee

Without a financial guarantee, the declaration will not be activated. If the declaration is made through a broker or logistics company (e.g., TVL), they will provide their guarantee. Otherwise, it must be obtained separately.

Choosing the responsible party

The person submitting the declaration is responsible for the timely closure of the transit. This can be either the consignor or the customs representative.

Preparing for T1 closure

It is necessary to agree in advance with the customs office of destination on how and where the T1 will be closed. This is especially important if the cargo is going to a customs warehouse or a free trade zone.

How much does a T1 declaration cost?

The cost of processing a T1 depends on several factors:

  • the complexity of the route;
  • the number of items;
  • the need for a customs guarantee;
  • the country of processing.

The fee for a customs guarantee is 1-2% of the customs value of the goods, but sometimes brokers offer a fixed rate. Some companies include T1 in their range of services when organizing delivery, in which case the price is agreed upon individually.
The T1 transit declaration, the cost of which depends on the complexity of the route, is processed only through the NCTS system.

All vehicles undergo regular maintenance, which helps minimize the possibility of accidental breakdowns. In the event of an emergency, we guarantee either a quick repair of the vehicle or its replacement with another one with similar characteristics.

We recommend planning your transportation and submitting your request 2-3 days in advance. However, if you have an emergency, we will take on urgent cargo transportation. We will select a vehicle and organize transportation to the desired address. However, the cost of the service will be higher than for a standard shipment.

Cross-border transportation of cargo is possible only with a CMR consignment note.
This is a special convention on the contract for international road transport of goods, which is valid in Ukraine, Europe, the Baltic States and most CIS countries. CMR is the document that confirms the tripartite contract of carriage and indicates the obligations of the sender, recipient and carrier.
This consignment note indicates all relevant information about the goods being transported: who is the carrier, what kind of cargo, in what quantity, the point of departure and arrival, when it arrived at customs, what accompanying documents it has, etc. As the car moves across borders, stamps and marks will be added to the document.
For the transportation of dangerous goods, an ADR license must be available, for movement within Europe – Green Card insurance. The forwarder accompanying the cargo must have liability insurance.
