International transportation of oversized cargo is a separate, technically complex direction of cargo logistics, which requires the carrier not only a powerful fleet, but also in-depth knowledge of the regulatory framework of different countries.
What is considered oversized cargo
Oversized cargo is considered cargo that, together with a tractor, semi-trailer or specialized trailer, exceeds at least one of the established limits in width, height, length or weight.
Oversized cargo does not physically fit into a standard tented semi-trailer or 20/40-foot container, so specialized rolling stock is selected for it: low-frame trawls, sliding platforms, modular trailers or multi-axle special trailers.
A road train (tractor with semi-trailer) is recognized as oversized if at least one of the parameters exceeds:
- width – 2.6 m;
- height from the road surface – 4 m;
- length – 22 m;
- cargo protrusion beyond the rear dimensions of the trailer – more than 2 m.
Permissible axle load standards and weight restrictions
In addition to cargo dimensions, the key parameter for the carrier is the actual mass of the road train and the distribution of the load on the axles of the tractor and trailer. This directly affects the passability of checkpoints, the risk of fines and safety on the route.
The maximum permissible weight of a truck:
- total actual mass of the road train – up to 40 t (for container carriers – up to 44 t, on certain agreed routes – up to 46 t);
- single axle of the tractor or trailer – up to 11 t;
- twin axles – up to 16 t (for container carriers – up to 18 t);
- built-in axles – up to 22 t (for container carriers – up to 24 t).
Rules for the transportation of oversized cargo
Organizing the international transportation of oversized cargo consists of several mandatory stages:
- Obtaining a permit for travel. The carrier submits an application to Ukravtodor (and for travel through the streets of settlements – to the road owner) indicating the make and model of the tractor and trailer, route, geometric and weight parameters of the cargo, number of trips and the responsible person. To cross the border, additional permits from the transit country and the country of destination are required.
- Route coordination. The route is coordinated with the road owners, and if necessary – with the bridge maintenance services, power grids (if the height of the road train with cargo exceeds 4.5 m) and border services, if the transportation is international.
- Escort vehicle. For oversized and heavy trips, an escort vehicle with flashing lights is required, which warns other road users about the dimensions of the cargo; on some EU routes, a police escort is required.
- Time restrictions on traffic. Such flights are usually allowed only during daylight hours, and within settlements – with additional restrictions on the hours of the day.
- Cargo fastening. The cargo must be securely fastened so that it can withstand the load even during braking, maneuvers or uneven road surfaces, and not block the signals and marker lights of the road train.
- A set of documents. A CMR consignment note with the actual weight of the cargo, travel permits for each country of the route, a technical passport of the tractor and trailer, a driver’s license of the appropriate category are required, and for international transportation – an ECMT/CEMT book or a bilateral permit if the transportation is carried out outside the quota.
What marking should oversized cargo have
A road train with oversized cargo must be marked with warning elements that inform other road users about the danger. The “oversized cargo” sign is a standard requirement both in Ukraine and in most EU countries.
The main requirements for marking oversized cargo:
- Cargo that protrudes beyond the dimensions of the trailer by more than 1 m in front or behind or by 0.4 m to the side is marked with reflective signs;
- In the dark or in conditions of insufficient visibility, the marking elements must be clearly visible – reflective tapes and additional side lights are used;
- A distinctive sign “Oversized cargo” is installed on the tractor and trailer;
- The accompanying transport is equipped with flashing beacons of yellow or orange color, and on the routes of individual EU countries – with information signs with an inscription in the language of the transit country.
The sign “Oversized cargo” and requirements for its use
The sign “Oversized cargo” is a distinctive element in the form of a sign with reflective stripes (usually red and white), which warns road users about the presence of cargo that exceeds the standard dimensions of the road train.
The main requirements for using the oversized cargo sign:
- The sign is installed at the front and rear of the road train if the cargo or the trailer itself protrudes beyond the permissible overall dimensions;
- The reflective strips must be clean, undamaged and clearly visible at night and in poor visibility conditions – this is especially critical on night sections of the international route;
- The sign is used in conjunction with other means of marking – flashing beacons on the cover vehicle and the main tractor;
- The absence or improper condition of the “oversized cargo” sign is an independent basis for a protocol for both the Ukrainian patrol and the control services at the border or transit roads of the EU, even if the remaining requirements are met.
What is the liability for violation of the rulesThe liability of the carrier for violation of the rules of passage of oversized and heavy road trains in Ukraine is established by Article 132-1 of the Code of Ukraine on Administrative Offenses.
The main provisions that are important for a commercial carrier:
- exceeding the overall weight standards without an appropriate permit entails a fine for the driver, as well as for the officials of the carrier company responsible for the technical condition and operation of the fleet;
- if there is a issued permit for passage with parameters exceeding the regulatory ones, liability for exceeding the dimensions or weight does not apply – the permit is the basis for exemption from the fine;
- recording of violations is increasingly happening automatically – systems on the roads record excess weight in real time and transmit data to the processing center, after which the inspector issues a resolution for the carrier;
- separate fines for oversized cargo are provided for the absence of a CMR consignment note, driver’s license or vehicle registration certificate for the truck, as well as for inaccurate data on the weight of the cargo in the accompanying documents – the consignor may also bear such responsibility;
- when crossing the border, violation of the overall weight standards or the absence of a permit from the transit country may lead to a ban on entry, a delay at the checkpoint and additional fines under the legislation of the EU country.
The amount of fines for oversized cargo is regularly reviewed.
Practical recommendations for carriers
Check the actual weight before departure. Weigh the road train axially on certified scales at your own site – it is cheaper than a fine and delay on the road or at the border.
Apply for permits in advance, for the entire route. Coordination with the road administrations of each country of the route takes time – plan the document flow a few weeks before the trip.
Select special equipment for a specific cargo. The type of trailer or trailer (low-frame, sliding, modular) should correspond to the weight and geometry of the cargo – this reduces the risk of overloading individual axles.
Monitor the condition of marking and lighting. Check the integrity of the “Oversized cargo” sign, reflective elements and side lights before each trip.
Plan the route taking into account the infrastructure. Take into account the height of bridges, overpasses and tunnels, the load-bearing capacity of bridge structures and restrictions on entering settlements along the entire route.
Use qualified escort. For large-sized trips, involve cover cars with appropriate equipment, and for individual EU countries – an official police escort.
Keep accurate documentation for the entire fleet. Check the compliance of the declared and actual mass of the cargo in the CMR, keep permits (including ECMT/CEMT) up to date for each tractor.
Follow the updates of the legislation of the countries of the route. The norms, permit procedures and the size of the fines periodically change both in Ukraine and in the EU – regular checking of the current information saves the company’s budget.
Conclusion
Transportation of oversized cargo does not forgive mistakes: an extra ton on the axle or an expired permit costs downtime at the border, a fine and missed deadlines for the client. Therefore, success here is built on three things – correctly selected special transport, permits issued in advance for each country of the route, and accurate weight control before departure. A company that keeps these processes under control transports complex cargo faster, cheaper and without surprises on the route.
