Transportation of ADR dangerous goods is a complex process that requires strict compliance with international norms and regulations. Their transportation is regulated at the legislative level, as hazardous substances such as chemicals, flammable liquids or gas cylinders pose a potential threat to the environment and people. In this article, let’s look at what goods are considered hazardous, how they are classified and how to transport them correctly. It is also important to dwell on what documents are required to ensure safety.
What is ADR and what cargoes are included in this category
The abbreviation ADR for dangerous goods is European Agreement of Transport of Dangerous Goods on Road. In English – European Agreement on the Transportation of Dangerous Goods on Road, which is in fact an international standard that regulates the transportation of dangerous goods in the countries of Europe. Compliance with these regulations protects cargoes, drivers, vehicles, and the environment from the possible negative impact of these substances.
ADR classification of dangerous goods divides hazardous substances into several groups, depending on their properties and potential danger. This division includes 9 main classes:
- Flammable substances that can explode, ignite or emit hazardous substances when exposed to temperature or mechanical impact. This class includes, for example, gunpowder, ammunition, explosives and mixtures, and pyrotechnic products.
- Pressurized liquefied gases, which may be either toxic or non-toxic – propane, butane, ammonia, poisonous gases, flammable or explosive.
- Flammable liquids that may ignite at temperatures below 60-65 °C – volatile solvents, gasoline, alcohols.
- Flammable solids that can self-ignite or ignite easily under normal conditions – combustibles, oxidizers, heat-generating or flammable gases.
- Oxidizing agents and organic peroxides – substances capable of releasing oxygen or increasing the rate of combustion of other substances, which include organic peroxides, oxidizing agents (peroxides, persulfates).
- Poisonous substances and infectious materials that can cause poisoning, infectious disease, or carry other health hazards – poisonous chemicals, bacteria, viruses.
- Radioactive substances that emit radiation and pose health hazards – radioactive isotopes, elements and materials.
- Corrosive substances that destroy living tissue or materials – sulfuric and hydrochloric acids, alkalis.
- Other hazardous substances that pose a risk but do not fall into other classes. For example: lithium batteries, wastes and chemicals that are non-hazardous but can pollute the environment.
To determine if your goods are ADR dangerous goods, check the properties and purpose of your goods against the classification. If you are not If you are unsure whether a shipment falls into a particular category, it is worth requesting a Material Safety Data Sheet from the manufacturer or supplier. The presence of a UN classification number on the passport indicates that the cargo is dangerous.
Basic requirements for transportation of ADR cargoes
Each class of dangerous goods has its own system of marking, packaging and transportation, which helps to minimize risks when handling them. In Ukraine, packaging and labeling are regulated by national standards, as well as international agreements, such as the European Convention on International Road Transport (ETRTS), as well as agreements adopted within the framework of the United Nations. Among the nuances of packaging its:
- Types. Specialized containers (containers, boxes, barrels) are typically used and must meet specified requirements to prevent leaks and other hazards.
- Materials. As a rule, durable, resistant materials with chemical and mechanical resistance to substances are used.
- Personalization. Hazardous substances require individualized packaging to prevent mixing or interaction with other substances.
- Protection from external influences – against mechanical damage and environmental influences (temperature, humidity).
- Certification: The transportation of dangerous goods often requires packaging materials that are certified for the type of cargo (e.g. by hazard class).
Labeling is an equally important part of the legally regulated ADR rules for the transportation of dangerous goods. It provides for the presence of:
- identification marks – clear hazard symbols are required according to international classification, these may be symbols indicating, for example, flammability or toxicity;
- Labels and transport signs – international standards of transport signs are used, informing about hazard classes, e.g. flammable liquids, radioactive substances, toxic materials;
- UN numbers – a unique four-digit UN number assigned to the dangerous goods (e.g. UN 1203 – gasoline) and indicated on the package;
- container labeling – the name of the substance, as well as its chemical designation, emergency phone numbers and instructions for actions in case of leaks or other emergency situations.
The marking should be easy to perceive visually, durable, guaranteeing the clarity and safety of information throughout transportation. It is important to understand that there are requirements not only for the goods themselves, their packaging and transportation, but also for the vehicles and drivers involved in this process. Thus, the transport must belong to one of such types as special vehicles with fireproof and airtight containers, devices for transportation of explosive materials or radioactive substances, containers for transportation of liquid or gaseous substances. It must be labeled, certified and comply with established standards, as well as undergo technical inspections and obtain appropriate permits.
Drivers who operate such vehicles must undergo special training and education. A medical examination is also required to certify that they have no contraindications for working with dangerous goods. In addition, they must monitor compliance with special conditions of transportation – temperature, humidity, protection from mechanical damage.
Registration of documents and certification
In addition to complying with all the rules of ADR transportation, dangerous goods must have a certain set of documents and pass registration with the relevant authorities. The mandatory documents often include such documents as:
- Consignment Note (CMR) – it must contain all information about the cargo, its classification and special transportation conditions.
- Safety Data Sheet (SDS) – provides information about the properties of the substance, risks associated with its transportation and storage, as well as precautions and actions in case of accidents.
- Qualification documentation (certificates and permits) – certificates of compliance of packaging and containers with safety standards, quality certificates (for some types of cargo), transportation permits from state authorities (e.g. Ministry of Infrastructure of Ukraine, State Emergency Service).
- Notification of transportation – if transportation is carried out through settlements where there is a high risk, it is drawn up in accordance with the requirements of the control body (e.g. traffic police).
- Itinerary – specifies the route to be used for transportation.
- Certificates and packaging documents – must certify that the packaging complies with the requirements for the type of cargo (e.g. tare or packaging certificate).
- Instructions on safe handling of the cargo – recommendations on actions to be taken during delivery, unloading and possible emergency situations.
- Driver qualification certificate – confirms that the driver is trained in the safety rules for transporting hazardous materials and behavior in emergency situations.
Training of drivers, their practical skills in emergency behavior is important. They must be able to evacuate, call rescue services, and use protective equipment. Some types of hazardous materials (e.g. explosives or radioactive materials) will require special permits from local authorities or security services for specific routes.
